closer person what would it do to the person standing farther away? will it correctly epose the farther person, or underexpose/overexpose the farther peson by how many stops?
under exposed... If you have a detachable flash that can be removed from the camera you can monkey with trying to find a place for the flash that will work better... no perfect solution for that problem without having two flashes... you could stop down your camera and try some slow sync flash... if you can get the people to be very still it may be your best choice.
