Headlight Flash
Train air horns are mechanisms mounted on locomotives to warn people of an approaching train. Railroad companies mount horns on the front of the locomotives and are operated by train conductors. The train conductor will blow the horn when approaching areas where people and animals live. They are also blown when approaching a railroad crossing, train station or any other populated area.
Railroad companies require all locomotives to be fitted with them for safety purposes. Since trains are not able to stop quickly, the horns are used to alert people to get off the railroad tracks. Alerting people of an approaching train is the best safety mechanism available for railroad companies to provide to the public and utilized properly by the train conductors handling the trains.
Warning mechanisms are also installed at railroad crossings to add additional security measures for vehicles and people on highways. Railroad crossings are intersections of vehicle highways and railroad tracking crossing or coming in contact with one another. These railroad crossing are equipped with flashing lights and gates which close when a train is approaching. As the train approaches and uses the train air horns the lights at the railroad crossing begins to flash and the gates close to keep traffic from crossing the railroad tracks from either direction. Once the train passes the lights stop flashing and the gates lift.
Some railroad crossings also have warning sounds like bells or horns that extend an additional alert to people in addition to them, flashing lights and gates. These bells or horns are also distinctive in sound and most people recognize the sounds coming from the railroad crossing alerts.
The ultimate purpose of train air horns is to keep people and animals safe from speeding or approaching trains in a populated area. If people listen and abide by the warning signals they can remain safe and proceed on their way one the train has passed.

1998 Explorer headlights dont flash with alarm?
1998 Ford Explorer "Sport" (not sport track) 2door, Headlights and taillights do not flash when arming or when alarm is triggered. When this function failed the "auto headlight on" control also failed. However - the pilot light for the auto headlight control still functions when called for.
If it used to, and doesn't now, and there is also another failure in the same circuit, I'd suggest you take it in and have it looked at. There is no way to predict the problem without seeing the vehicle and running some tests.
