at what temperaature outside does the pipes under the house start to freeze?
The temperature required to freeze water inside pipes depends on several factors so it's not possible to give a precise number.
The key is that the WATER IN the pipe has to be cooled to freezing [32 degrees Farenheit / 0 degrees Centigrade] and then kept at that temperature for a short time. That means the pipe has to be cooled to freezing before the water inside can be cooled TO freezing.
Therefore, IF the temperature around the pipe were exactly freezing it could take an hour or two to freeze the water. The warmer the pipe and water, the longer time at freezing it will take to cool and freeze the pipe and the water inside.
Due to the general warmth here in southeast Texas if the temperature went to exactly 32 degrees F, it could take days to cool the pipe and water inside to freezing, AND IF the water were used [run or one or to faucets were allowed to "drip"], then the water may never freeze at 32 F ambient [outside air] temperature.
Here 28 to 32 degrees F is considered a "light" freeze, and 25 to 28 is considered "moderate," and anything below 25 for more than a couple of hours is called a "hard" freeze.
If, for example, the temperature went to 27 degrees for an hour or so, even an uninsulated outside water faucet would not freeze.
So the question of freezing or not depends on how low the temperature goes, and for how long.
