Tent Rainfly

If you live in a wet area and are afraid of camping because of the risk of rain, it's not actually as bad as you expect. Even in good weather, it's wise to pack for and prepare for the possibility of an unexpected rain storm. Particularly for car camping, this will not take much additional effort. Everyone should make sure to bring waterproof rain jackets, umbrellas and perhaps rain pants as well. It's also wise to make sure that your tent comes with a waterproof rain fly: most do. With a dry place to store your gear in the car, a dry place to sleep in the tent, and the ability to walk around in the rain without getting drenched, you are set to at least survive a rain storm.
You can increase your comfort in the rain by bringing a tarp or large rain fly that can stretch over and protect your campsite from rain. For example, it can be great to have a cover over your picnic table so that you can eat meals without getting wet.
It's also wise to be careful when setting up your tent when expecting rain. Though you of course want a flat place to sleep, try to make sure that you are not choosing somewhere where the water will pool since this is a great way to get wet, even in a tent that is supposed to be waterproof! By taking a few extra seconds when setting up your tent, you can prevent the late night misery of waking up in a mud puddle!

Can I still buy a tent without an open roof?
I've been looking and looking but can't seem to find one without the netted roofing and no zip ups. Since I've been looking it's even getting hard to find them with zip up side window's. I'll be camping in the Pacific NW so I'm thinking it will be a bit too cool overnight to have the open top even with a rainfly.
I hope money is no object because what you might be looking for is a "single wall tent" with no rain fly or mesh, made entirely of waterproof/breathable material such as those made by Bibler, Mountain Hardware, and others. But let me take a moment to disabuse you of your misconceptions. While it will be warmer inside a tent, most people rely almost exclusively on their sleeping bag to keep them warm, and many people sleep perfectly comfortably in double wall tents, with or without the fly attached, and even under tarps, where one side is staked down to the ground in the face of any breezes or wind. The real concern with tents isn't keeping warm by tightening them down against wind, but in keeping warm by opening them up to let your body's condensation out instead of it soaking the tent and your sleeping bag.
Above freezing, and with or without rain, that single wall tent could very well become a sauna inside, and every night your sleeping bag will get wetter and heavier. It might work in sub zero temperatures where you're using a vapor barrier liner to protect your bag from condensation, or for one or two nights in other conditions, but after that you're going to risk being damp and cold.
